What changes with the rule?
Head-to-head votes
A different counting rule can change the outcome. This lab does not certify an election.
Counting policy and round audit
Complete rankings only. A strict majority is more than half the ballots. Ranked choice eliminates a unique lowest candidate; an elimination tie remains unresolved. No hidden alphabetical tie-break. Pairwise means a candidate beats every other choice directly. No such candidate may exist.
